Sudanese army to hand over killers of protesters: official

May 15, 2021 (KHARTOUM) – The Attorney General Saturday announced the arrest of seven Sudanese military personnel accused of being involved in the murder of peaceful demonstrators last week.

The Chairman of the Sovereign Council Abd al-Fattah al-Burhan, who is also the Commander-in-Chief of the Sudan Armed Forces, handed over the report of the Military Investigation Committee to the Attorney General Taj Elsir El-Hiber at a meeting at the army headquarters.

The handover was attended by Mohamed al-Faki Suleiman, a member of the Transitional Sovereignty Council, the Minister of the Cabinet Affairs, the Minister of Defence, a representative of the ruling Forces for Freedom and Change Osman Taha and the Director of the Military Judiciary.

In press statements after the meeting, El-Hiber announced he had received the military report that includes the list of the military accused of being behind the attack on civilians and those who opened fire at the demonstrators on May 11th.

“There are seven defendants in the military prison together with 92 others suspected of being involved in the attack,” said the Attorney General.

He added that the military authorities will hand over all the detainees to the Public Prosecution on Sunday to conduct the investigation.

The two Sudanese youth were shot dead at the end of a rally last Tuesday to commemorate the killing of over 200 civilians outside the army headquarters by the security forces on 3 June 2019.

The killing of the two young men led to widespread popular anger against the transitional government, which demanded the army to hand over those involved in the shooting to the Public Prosecution immediately.

The cabinet minister said that the government is determined to try all those who took part in last week attack.

The government officials said that the operation was planned by a number of army officers supporters of the former regime. Their action meant to create chaos and instability in the country.

Al-Burhan had pledged to investigate the attack and swiftly hand over the culprits to justice.

FFC forces agree to reform structures of Sudan’s ruling coalition

May 15, 2021 (KHARTOUM) – The parties and civil society organizations members of the Forces for Freedom and Change (FFC) have agreed to reform the structures of the ruling coalition and to reunite its groups.

Upon the initiative of the National Umma Party (NUP), some 28 groups met on Friday 14 May to discuss the challenges facing the democratic transition in Sudan, after the unjustified killing of two youth last week by military personnel suspected of supporting the former regime.

In a statement released after the meeting on Saturday, the NUP said the participants had frank discussions about the challenges facing the transitional period and the problems within the FFC.

“The participants presented constructive proposals to reform the (FFC). They stressed the need to develop the Declaration for Freedom and Change, broaden the base of participation, restructure it, and work for the unity of all the forces of the revolution,” reads the statement.

Divergences among the FFC forces over the political and economic reforms and the participation of the military component pushed some groups to quit the large coalition.

The FFC agreed to hold a conference to discuss reforms of its structures in March 2020, but they failed to hold it.

The meeting agreed to form a committee to collect the proposals of the political forces and merge it into a unified paper before submitting it to a meeting that will be held next Friday.

In a separate meeting, the NUP Secretary-General Alwathiq Albrier pledged to reach out to the holdout Communist Party armed groups of the Sudanese Revolutionary Front to develop a common vision to address the issues of democratic transition.

Arms embargo delaying graduation of unified force: Kiir

May 15, 2021 (JUBA) – South Sudan President Salva Kiir has said the arms embargo imposed by United Nations on his country has affected the implementation of the security arrangements within the peace agreement, citing delays in the graduation of unified forces.

Kiir made the remarks during a meeting with Russia’s Deputy Minister for Foreign Affairs, Mikhail Bogdanov in the capital, Juba on Friday.

The Office of the President, in a statement, said Kiir appealed for Russia’s support in addressing challenges hindering the implementation of the revitalized peace agreement signed in 2018.

“The president also appealed to the Russian Federation to help in clarifying this point to other stakeholders within the international community that, with Chapter 1 of the agreement completed, our focus now turns to Chapter 2, which deals with security arrangements and the ability to expedite this process is affected by the arms embargo imposed on us by the United Nations Security Council,” partly reads presidency’s statement.

In May last year, the UN Security Council adopted a resolution extending for a year an arms embargo on the world’s youngest nation, a travel ban and financial sanctions for targeted individuals.

According to Kiir, the unified forces being trained at the moment cannot be graduated due to arms embargo imposed on his country.

“This has made it difficult for the government to purchase necessary equipment for the graduation of the unified forces,” Kiir stressed.

The peace agreement calls for the establishment of unified forces made up of 83,000 soldiers to take charge of the country’s security during the three-year transitional period.

Also discussed was the importance of establishing a Truth, Reconciliation and Healing Commission to reconcile the population after a five-year civil war saw more than 400,000 people killed.

Meanwhile the Russian delegation assured the South Sudanese leader of their country’s support in helping South Sudan address obstacles affecting the implementation of the peace agreement.

CGTN: China to prioritize conservation in its water diversion project

BEIJING, May 14, 2021 /PRNewswire/ — China will press ahead with the world’s largest water diversion project and prioritize water conservation in the process.

As the country pursues green and high-quality development, efforts should be made to advance the South-to-North Water Diversion Project in a scientific manner and promote the effective and economical use of water resources, Chinese President Xi Jinping said Friday.

Xi made the remarks at a symposium on advancing the high-quality follow-up development of the project in Nanyang, central China’s Henan Province, following an inspection tour that began on Wednesday.

He called for safeguarding ecological security and promoting balanced spatial distribution of water resources in the country.

3,000 West Lakes, 120 million people

The South-to-North Water Diversion Project links the Yangtze River, the Huaihe River, the Yellow River and the Haihe River. It is aimed at providing a permanent solution to the water shortage in northern China by diverting water from the country’s water-rich southern regions.

The grand project consists of three routes, among which the first phase the eastern and middle routes went into operation in 2013 and 2014 respectively. The western route is still at a pre-construction stage.

As of early April, the project had transferred 41.8 billion cubic meters of water to the northern areas, which was equivalent to the water volume of nearly 3,000 West Lakes – a renowned scenic area in Hangzhou in east China’s Zhejiang Province. More than 120 million people had directly benefited from the project.

Xi’s inspection tour and the symposium came at a time when China gears up for planning and implementing the next stage of the project. According to the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, efforts will be made to advance the follow-up development of the eastern and middle routes of the project and the appraisal of plans for the western route.

Elaborating on how to advance the project in a scientific manner, Xi called for efforts to strengthen demand and supply management, maximize overall benefits of the project, prioritize water conservation and enhance the protection of ecological environment. He also called for accelerating efforts to build a national water network and ensure national water security.

Xi hails sacrifice by resettled residents

The place where President Xi chose to convene the meeting is of great significance to the water diversion project. Located in the southwest of Henan Province bordering Hubei Province, Nanyang is the starting point of the middle route, which carries water from Danjiangkou Reservoir in central China through Henan and Hebei provinces all the way to Beijing and Tianjin in the north.

More than 40 big and medium-sized cities receive water from the project, and in Beijing, around 70 percent of the tap water is pumped in through the middle route.

More than 345,000 people living in Danjiangkou Reservoir area have moved to more than 600 government-built villages to make way for the project. Xi went to one of those villages to visit the relocated residents on Thursday.

In the village of Zouzhuang in Xichuan County, he hailed the spirit of sacrifice of the villagers and wished them a better life. The resettled residents deserve the thanks from those who benefit from the project and people across the nation, he said.

At Friday’s symposium, Xi urged authorities to work out economical plans for the next phase of the project and minimize the number of people that need to be relocated.
