China sets eyes on advanced chip production

BEIJING, May 10, 2021 /PRNewswire/ — A news report by China.org.cn on China sets eyes on advanced chip production.

China’s semiconductor industry is speeding up its development of advanced chips as the homegrown 28 nanometer (nm) process is set to enter mass production this year, while the 14 nm process aims to follow suit next year, according to multiple sources.

In the industry, 28 nm is the dividing line between low-to-mid range and mid-to-high end integrated circuit (IC) manufacturing.

Besides chips for central processing units, graphics processing units and artificial intelligence, other mainstream industrial products such as televisions, air conditioners, automobiles, high-speed trains, satellites, industrial robots, elevators and drones are the most common applications for the 28 nm technology process.

“China urgently needs to move toward mid-to-high end chip production, and being able to produce 28 nm chips means that it can meet most of the demand for chips without relying on other countries,” said Teng Ran, head of the Integrated Circuit Industry Research Center of CCID Consulting, a firm affiliated with a think tank under the Ministry of Industry and Information Technology (MIIT).

According to Teng, as the 14 nm chipmaking process matures next year, Semiconductor Manufacturing International Corporation (SMIC) will join the ranks of Intel, TSMC and Samsung as the first Chinese company to acquire the 14 nm technology and put it into mass production.

Teng said that SMIC’s 14 nm process will be applied in the areas of 5G technology and high-performance computing, and can largely meet the demand.

China’s breakthrough in advanced chipmaking comes at a time when SMIC and other Chinese tech companies are facing major trade restrictions enforced by the United States.

Last year, progress in Chinese chip manufacturing technologies exceeded expectations domestically with breakthroughs in millimeter waves for 5G and the successful tape-out of SMIC’s FinFET N+1 process chip.

China’s IC industry is transforming from high-speed development to high-quality development, Teng said.

According to estimates from the Chinese semiconductor industry, China’s IC sales reached 884.8 billion yuan in 2020, representing an average annual growth rate of 20%, and three times the growth rate of the global IC industry during the same period, said Tian Yulong, chief engineer and spokesperson of the MIIT, at a press conference on March 1.

The IC industry in China achieved impressive and consistent growth during the 13th Five-Year Plan period (2016-2020), with significant improvements to manufacturing techniques, packaging technologies and key equipment materials, said Tian.

“Companies also grew steadily, a number of which emerged as global leaders in design, manufacturing, packaging and testing, and other links on the industrial chain,” Tian added.

While having made progress on multiple fronts, Teng admitted that China is still playing catch-up when it comes to more advanced chip development. He called for more international collaboration as the IC industry is truly a global industry and no country should be isolated from the industry chain.

Al-Burhan, MBZ discuss Sudan-Ethiopia border dispute, GERD talks

(KHARTOUM) – Abdel Fattah al-Burhan Chairman of the Transitional Sovereign Council and Abu Dhabi Crown Prince Mohammed bin Zayed discussed the Emirati initiatives on the border dispute between Sudan and Ethiopia and the stalled Grand Ethiopian Renaissance Dam.

Al-Burhan arrived in Abu Dhabi on Sunday accompanied by the Sudanese Cabinet Minister Khaled Omer Youssef.

He and Abu Dhabi Crown Prince held a meeting to discuss the two issues after his arrival to the United Arab Emirates.

In a statement released after the meeting, the Sovereign Council said the meeting dealt with developments on the eastern borders of Sudan with Ethiopia and the GERD issue.

“Al-Burhan stressed the need to continue negotiations to reach commitments regarding filling and operation issues,” further said the statement.

The UAE had last March put forward an initiative to address the Sudanese-Ethiopian border crisis and proposed to establish Emiratis funded agriculture schemes in the Al-Fashaga area using Ethiopian manpower.

On the GERD, the UAE proposed a road map providing to sign a Declaration on Future Comprehensive Agreement on the Blue Nile which is not part of the 2015 declaration of principle and to start talks from the scratch.

The Sudanese government had already made a detailed response to the UAS proposal on the GERD.

Al-Burhan’s visit mainly focused on the border standoff with Ethiopia.

Sudanese officials told Asharq newspaper that Sudan stressed the border markers must be posed first before any agreement with Ethiopia brokered by the UAE to settle this dispute.

Sudan stressed that the border markers should be based on placing border markers between Sudan and Ethiopia based on international agreements of 1902, border demarcation in 1903, exchanged notes of 1972, and joint border field surveys signed in 2010, stressed the Emirati newspaper

Sudan further stressed deploying its forces on the border after placing border markers on the Al-Fashaga border area.

On the GERD, Sudan rejected the proposed Declaration on Future Comprehensive Agreement on the Blue Nile. A proposal that means including the Ethiopian demand for a water-sharing agreement as part of the agreement on the GERD filling and operation.

“The problem with this proposal is that it introduces an issue that is not included in the 2015 Declaration of the Principles and has not been part of the negotiations,” reads the Sudanese response to the UAE initiative seen by the Sudan Tribune.

The Sudanese government also stressed the need to link the UAE initiative with the African Union efforts to settle the conflict and the other international initiatives in this respect.

The Congolese president who chairs the African Union wrapped up his visit to Khartoum and flew to Cairo for talks with the Egyptian officials on a new proposal he elaborated on the GERD talks.

Following a meeting with President Abdel Fattah al-Sissi, the Egyptian foreign ministry issued a statement saying that his country “will not accept compromising its water security” and called for a legally binding agreement that preserves Egypt’s water rights.

S. Sudan’s President dissolves Parliament, Council of States

(JUBA) – South Sudan’s President Salva Kiir has dissolved the country’s parliament as part of the September 2018 peace agreement.

Kiir’s decision was announced on the state-owned television on Saturday.

The new Parliament will, in accordance with the 2018 peace deal, have up to 550 lawmakers, the majority of them from the governing party (SPLM). On the other hand, 100 members will form the Council of States, up from 50.

The lawmakers will, however, not be elected, but nominated by the different parties.

The president made no mention of when the new assembly will be formed.

CEPO, a civil society entity, welcomed the dissolution of the national parliament, saying the decision was long overdue.

“The reconstitution of the parliament should be done urgently. The trends of delaying the reconstitution should be avoided. The absence of parliament has contributed to the below-expectation implementation of the revitalized peace agreement,” Edmund Yakani, CEPO’s executive director said Monday.

South Sudan formed a coalition government in February 2020, but the country’s rival factions are yet to implement a peace deal that ended a civil war.

Delay to join SWIFT prevents Sudanese banks from making international transfers

(KHARTOUM) – The reason for Sudanese failure to make or receive international banking transfers up to now that the east African country has not yet joined the SWIFT messaging network.

Sudan has been removed from the U.S. list of countries sponsoring terrorism in December 2020, but up to now the Sudanese banks cannot receive or send financial transfers.

The failure has affected the government ability to fight the black market as only some Gulf countries took specific measures to allow their banks to transfer money to Sudan with huge difficulties.

Speaking to Sudan Tribune on Sunday, a Sudanese banking official said that his country is working on to joint SWIFT network which provides Bank or Business Identifier Codes (BICs) known as “SWIFT codes”.

The International Bank Account Number (IBAN) and the (BIC) form the client account number that enables him to process international payments automatically, making them faster, safer and cheaper.

The central bank official who requested anonymity because he is not authorized to speak to the media further said that the Bank of Sudan is working to create the swift codes for Sudanese banks to allow them to perform international transfers.

Also, local banks are currently working on preparing the IBAN number, which is associated with the BIC to use the SWIFT messaging network, he added.

Some Sudanese banks have already finalized this step waiting for the approval of the Central bank of Sudan to sue the SWIFT network.

Meanwhile, banking sources told the Sudan Tribune that remittances from the Gulf and Saudi Arabia declined due to an increase in the exchange rate in the parallel market.
