U.S. upgrades diplomatic relations with Sudan

June 28, 2021 (KHARTOUM) – The United States has decided to re-establish normal diplomatic relations with Sudan ending its strategic engagement approach, the Sudanese government said.

U.S. Acting Chargé d’Affaires and Deputy Chief of Mission Amber Baskette informed Foreign Minister Meriam al-Mahdi of the decision on Monday.

The full normalization of diplomatic relations with Sudan comes after decades of limited engagement with Khartoum as the country had been on the list of states sponsoring terrorism since 1993.

This decision was taken “in appreciation of the achievements of the civilian-led transitional government and in line with the new reality in the United States’ relations with Sudan,” said the foreign ministry in a statement released after the meeting.

The minister welcomed the decision saying it takes into account the development of bilateral relations and the important internal developments that Sudan is witnessing.

The upgrade of the relationship between the two countries “would support the (Sudanese) government’s efforts to address the challenges facing the democratic transition, especially after the recent initiative announced by the Prime Minister”.

Sudanese government officials and political leaders welcomed the public support of the U.S. administration to Hamdok’s initiative which calls to integrate the militia of the Rapid Support Forces into the national army and to control the economic activities of the military institution.

The full normalization of relations between the two countries will open the door for enhanced military cooperation between the U.S. and Sudanese army.

Washington is expected to appoint an ambassador to Khartoum in the coming weeks, as its mission in Sudan was headed by a chargé d’affaires for long years.

Also, the U.S. Africa Command delegation led by Ambassador Andrew Young, Deputy to the Commander for Civil-Military Engagement last March was in Khartoum for talks with Sudanese officials on ways to develop security partnerships between the countries.

Sudan confirmed eligible for debt relief under HIPC initiative: official

June 28, 2021 (KHARTOUM) – Sudan has reached the decision point and is now eligible for debt relief under the Highly Indebted Poor Countries (HIPC) initiative, the International Monetary Fund (IMF) decided on Monday.

“The Executive Board of the IMF has approved Sudan entry into HIPC – the Decision Point,” wrote Magdi Amin a Senior Advisor at the Sudanese Ministry of Finance on Twitter late on Monday.

Amin further said that Sudan would proceed to negotiations with the Paris Club in July.

The IMF is expected to issue an official statement on Tuesday.

Reaching the Decision Point means that a country is formally eligible for debt relief after having made sufficient economic reforms.

After reaching this first stage under the HIPC Initiative, the international financial institutions commit to reducing their debt to a sustainable level.

Sudan is expected to get full debt clearance or “completion point” within three years after implementing all the reforms agreed at the decision point.

IMF Managing Director Kristalina Georgieva on 22 June said that once the confirmation of HIPC Decision Point “will significantly reduce Sudan’s total debt and allow access to fresh funds and new investments critical to boost growth and fight poverty”.

Sudan’s debt has reached over $60 billion, according to the Sudanese officials. The IMF estimates it totalled $50 billion in 2019.

South Sudan Oil & Power conference kicks off in Juba Tuesday

June 28, 2021 (JUBA) – A two-day Oil & Power conference kicks off South Sudan’s capital, Juba on Tuesday as part of a campaign to drive capital into key energy and infrastructure sectors.

The event, to be officially launched by President Salva Kiir, will take place at the Crown Hotel in Juba from June 29-30.

Organized by Energy Capital & Power with the endorsement of the Ministry of Petroleum, Ministry of Energy and Dams, Ministry of Trade and Industry, Ministry of Investment, and Ministry of Labor, the two-day event is one of the first large-scale events to be held in-person on the African continent since the onset of COVID-19.

South Sudan Oil & Power (SSOP) 2021 will be structured in a hybrid format, with international speakers and delegates participating online alongside the local in-person event, organisers said.

In cooperation with the Ministry of Health, South Sudan’s Ministry of Petroleum has been resolute its commitment to driving foreign direct investment into energy and infrastructure sectors, including oil and gas, power generation, road-building and technology.

Under the theme, “Build the Nation: Capital raising and innovative financing to build critical energy and infrastructure projects,” SSOP 2021 serves to unite foreign investors and showcase local investment opportunities as a means of COVID-19 recovery.

Income from oil accounts for 98 percent of South Sudan’s annual budget.

Last week, Sudd Petroleum Operating Company resumed oil production at Block 5A, as the last joint operating company to resume production after the country’s civil war.
