Int’l envoys conclude Sudan visit: call for civilian leadership but discouraging ‘parallel processes’

Special envoys from the United States of America, the European Union, the United Kingdom, Norway, France, and Germany concluded a joint visit to Khartoum with a call to resume civilian leadership for the transition to democracy and a reiteration of their support for the Framework Agreement.

The special envoys arrived on Tuesday and met with a range of Sudanese actors, including civilian signatories to the Framework Agreement, representatives from civil society organisations and resistance committees, signatories to the Juba Peace Agreement, and the military leadership.

In a press conference in Khartoum yesterday, they urged the Sudanese parties to conduct a comprehensive dialogue on the basis of the Framework Agreement, work to address the root causes of the conflict, and build a stable and prosperous Sudan.

“We urge the parties to deepen and expand their commitment to inclusivity and bring together women, youth, and representatives from all over Sudan to participate in shaping their country’s future,” the envoys said in their joint statement.

The special envoys reiterated their support for the Framework Agreement, which caused resistance committees to demonstrate during the envoys’ visit. “The Framework Political Agreement process remains in our view the best basis on which to form a civilian-led transitional government and establish constitutional arrangements for a transitional period that culminates in elections,” the statement read.

The Framework Agreement signed last year has been the result of negotiations between Sudan’s military authorities, who took power in a coup, and a civilian coalition led by the mainstream Forces for Freedom and Change-Central Council (FFC-CC).

The parties are still negotiating on some ’thorny’ issues that will be included in a Final Agreement. Possible impunity for military leaders has been a very contentious issue in the ongoing negotiations.

“It is our strong hope that the parties will make a concerted effort to finalise negotiations and reach Final Agreement quickly to form a civilian-led transitional government to address Sudan’s urgent political, economic, security, and humanitarian challenges.”

“Recognising the fragility of democratic transitions, we stand united in promoting accountability for those, including either military, armed group, or civilian actors, who attempt to undermine or delay Sudan’s transition to democracy,” the statement read as well.

No parallel processes

“The Special Envoys and representatives strongly discouraged parallel processes,” the statement continued, referring to the Egyptian initiative for an inter-Sudanese dialogue that has the support of groups who are unhappy about the Framework Agreement.

At the conclusion of the six-day Cairo dialogue conference initiated by the Egyptian government, the participants signed the Political Accordance Document which is to be the governing document for the upcoming transitional period, instead of the Final Agreement.

Convince holdout parties

Khaled Omar Yousef, who was Minister of Cabinet Affairs during the government of PM Abdallah Hamdok (2019-2021) and is currently the official spokesman for the political process that is to lead to a new civilian government of technocrats, said in a press statement yesterday that efforts will be exerted to convince important holdout parties to sign the Framework Agreement.

The Sudan Quartet (USA, UK, Saudi Arabia and UAE) have proposed to hold a meeting between Sudan’s military government leaders, Lt Gen Abdelfattah El Burhan and Lt Gen Mohamed Hamdan ‘Hemeti’ Dagalo, and representatives of the civilian forces that reject the Framework Agreement.

The latter group includes current Finance Minister Jibril Ibrahim, also the leader of the Justice and Equality Movement (JEM), leader of a Sudan Liberation Movement split-off faction (SLM-MM) and Governor of Darfur Minni Minawi, and Jaafar El Mirghani, the vice-president of the mainstream Democratic Unionist Party (DUP).

The three parties are members of the Forces for Freedom and Change-Democratic Block (FFC-DB) formed in November last year and took part in the Egyptian initiative.

Representatives of the Quartet and the AU-IGAD-UNITAMS Trilateral Mechanism brokering the negotiations between the military junta and the civilian opposition under the leadership of the FFC-CC will attend the meeting.

Yousef said that the meeting aims to discuss ways for the holdout groups to join the ongoing political process in order to reach a final political agreement together that restores the path of civil democratic transition.

The FFC-CC, however, refuses to accept the FFC-DB as a partner in the Framework Agreement. In a statement two months ago, the FFC-CC said that the Block is not interested in democracy and indicated that the only parties entitled to sign from the FFC-DB have been previously agreed upon, namely JEM and SLM-MM.

The statement sparked criticism and the FFC-CC’s Framework Agreement was called ‘exclusionary and weak’.

South Sudan summons Kenya’s envoy over border dispute

JUBA — South Sudan summoned Kenya’s envoy to Juba Samuel Nandwa to protest an alleged encroachment on its territory.

A statement issued by South Sudan’s Ministry of Foreign Affairs and International Cooperation says Juba wants a diplomatic solution but wants the two countries to address a border dispute with Kenya.

“The Minister of Foreign Affairs and International Cooperation, Hon Mayiik Ayii Deng, met with the Kenyan Ambassador to South Sudan (Samuel Nandwa) to discuss areas of mutual concern. Issues concerning our mutual border were raised,” said the statement.

“The minister, on behalf of the government of South Sudan, would like to assure all South Sudanese citizens that the highest levels of government are aware of the sensitivities at the border and are working in cooperation with our neighbours to ensure peace, prosperity and maintenance of border integrity,” it said.

Mayii met with the Kenyan diplomat on Wednesday after clashes between the Toposa and Turkana communities at their common border. The two communities routinely cross their borders while looking for pasture.

In South Sudan, local and state officials in Eastern Equatoria claimed in several interviews last week that a convoy of Kenyan security officers strayed briefly into South Sudan territory.

This resulted in demonstrations by Taposa youth, calling on the national government to engage the Kenyan government to resolve the issue.

The two countries, however, have a portion of their border largely undetermined at the Ilemi Triangle, a sparsely populated area of about 14,000km2.

In 2019, both countries had agreed to establish a joint team to help mark the border which South Sudan inherited from Sudan.

Kenya, Eritrea resolve to abolish visa requirements

NAIROBI–Kenya and Eritrea have resolved to permanently abolish visa requirements for their respective citizens.

President William Ruto and his Eritrean counterpart Isaias Afwerki said the move will facilitate growth in trade and connectivity between the citizens and business in the two countries.

“To facilitate growth in trade and connectivity between our people and business, we have agreed to abolish the requirement of visas permanently, effective today,” said Ruto.

In a meeting held at the State House, Nairobi, on Thursday, the two Heads of States said they have instructed their respective ministries of interior to work on the modalities for the ratification of the directive.

They said the move will bolster bilateral relations, improve people-to-people ties besides entrenching regional integration for prosperity.

As part of the efforts to further enhance bilateral relations and regional integration, President Ruto thanked President Afwerki for his commitment to review his country’s participation in IGAD.

Ruto said the move will strengthen IGAD and make it effectively respond to the needs of the region.

” I thank President Afwerki most sincerely for his commitment to review his participation in our regional organization IGAD,” said Ruto.

He added:” I look forward to working closely with him and the rest of the member states to re-engineer IGAD, make it fit for purpose and enable it to respond effectively to the needs of our region.”

At the same time, Ruto, announced that Kenya will open a diplomatic mission representation in Asmara, Eritrea.

He said his administration was committed to deepen and strengthen bilateral relations between the two countries.

“I wish to confirm, today, that Kenya will open a diplomatic mission representation in Asmara. I have consequently instructed the Ministry of Foreign Affairs to commence the process of operationalizing this immediately,” said Ruto.

The two Presidents said they have signed a framework agreement for cooperation which will form the basis for elaborating joint action across the various sectors.

Afwerki praised Ruto for his concerted efforts in ensuring peace is prevailed in Somalia and South Sudan among other areas in the region.

“You are inspiring millions of our people in IGAD for your concerted efforts in search for peace besides ensuring free movement of goods and people in order to encourage growth of trading activities in our region,” said Afwerki.

He said it’s through teamwork among IGAD member countries can prosper on peace efforts and the attainment of development.

“We will like to proof that this time round things will be done differently in our region,” said Afwerki.

Earlier, the two leaders held a bilateral talks where they agreed to develop comprehensive plans of cooperation in various sectors.

The areas of focus included; agriculture, trade and investment; air transport; mining, education, renewable energy, water management, tourism, the blue economy and regional integration.

Ruto thanked Afwerki for his gracious support of Kenya, including during ‘our campaign for the United Nations Security Council seat’.

” I have no doubt, that stronger cooperation will go a long way in driving the African agenda at the global level,” said Ruto.

On 4 February, Morris Mabior Awikjok Bak, a South Sudanese critic, was reportedly arbitrarily arrested, allegedly by armed Kenyan security forces and a South Sudanese man in civilian dress in Nairobi, Kenya where he resides. It is believed he was forcefully returned to Juba, South Sudan and is being held in incommunicado detention at a National Security Service detention facility. The South Sudanese authorities must clarify and reveal Morris Mabior Awikjok Bak’s fate and whereabouts, ensure he has regular access to his family, a lawyer and a doctor, and unless he is charged with an internationally recognisable offence, immediately release him.
