CGTN: China commits to global growth, governance at G20 Summit, APEC meeting

BEIJING, Nov. 21, 2022 /PRNewswire/ — China last week sent out a loud message in favor of global development and global governance at the 17th G20 Summit and the 29th Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting.

While addressing multilateral meetings and talking with leaders of other countries at the events, Chinese President Xi Jinping sent a strong signal that China will always advance world peace and development and deepen international cooperation, said Chinese State Councilor and Foreign Minister Wang Yi.

The trip to Indonesia was Xi’s first overseas visit since the 20th National Congress of the Communist Party of China. During his trips to Indonesia and Thailand, important consensus on striving towards building a human community with a shared future was forged.

Xi also agreed with the leaders of the Philippines, Singapore, Brunei and other neighboring countries to further consolidate good-neighborly friendship, deepen mutually beneficial cooperation, and build more stable and strong bilateral relationships.

Putting China-U.S. relations on right course for world peace

Xi held face-to-face meeting with U.S. President Joe Biden in Bali, where they had a candid and in-depth exchange of views on issues of importance in China-U.S. relations and in world peace and development

Xi pointed out the current state of China-U.S. relations is not in the fundamental interests of the two countries and peoples, and is not what the international community expects.

China and the U.S. need to have a sense of responsibility for history, for the world and for the people, explore the right way to get along with each other in the new era, put the relationship on the right course, and bring it back to the track of healthy and stable growth to the benefit of the two countries and the world as a whole, Xi said.

Education minister inspects schools in Maridi

The National Minister of General Education and Instruction Awut Deng last weekend inspected schools in Maridi County of Western Equatoria State.

While touring Maridi Girls’ Boarding Secondary School, minister Awut promised to provide all necessary learning materials to improve education there.

She also promised to provide lab equipment for Biology, Chemistry, Physics, and Computer Science as well as facilitate the installation of a solar system and tap water for the students.

“It is our responsibility, this is the second liberation for this country, so the issue of teachers has been addressed and what we want is no ghost schools, no ghost names. We want people to stay in class for eight hours to help us and we will pay them. You don’t have water, I am going to bring water to this school,” she said.

The minister further announced a plan to offer a scholarship for students at the school.

“The second support from the national ministry is this school was identified to be given a scholarship to 75 students,” she added.

Minister Awut further urged all education stakeholders including parents to ensure all children in the county have access to education.

At the same time, Western Equatoria State Governor Alfred Futuyo Karaba said the state is committed to improving education in the state.

He appealed to the national government to support the construction of the proposed Western Equatoria University which will offer scholarships to students in the state.

Minister Awut also visited the Don Bosco Boarding Primary and Secondary and Addu Secondary schools.

Uganda to Deploy 1,000 Troops to Congo to Fight Rebels

KAMPALA — Uganda will deploy around 1,000 soldiers in eastern Democratic Republic of Congo by the end of November under a regional force against a rebel offensive, a Ugandan military spokesman said Tuesday.

The volatile region has witnessed fierce fighting in recent months between Congolese troops and the M23 rebel group, prompting the East African Community (EAC) bloc to deploy a joint regional force to quell the violence.

Kenyan soldiers arrived in the country on November 12, and Uganda’s military and defense spokesman, Felix Kulayigye, told AFP that a Ugandan contingent would follow shortly.

“We are doing final mentoring of our troops before inserting them into Eastern DRC before [the] end of this month to join our colleagues from Kenya who are already on the ground,” Kulayigye said.

“We are sending about 1,000 [soldiers] on the mission,” he said, without giving the exact date of departure.

The fighting has reignited regional tensions, with the Congo accusing its smaller neighbor Rwanda of backing the M23, something that U.N. experts and U.S. officials have also said in recent months.

Kigali denies supporting the M23 and accuses Kinshasa of colluding with the FDLR — a former Rwandan Hutu rebel group established in Congo after the 1994 genocide of mainly Tutsis in Rwanda.

The M23, a largely Congolese Tutsi militia, has seized swaths of territory across North Kivu province, edging toward the region’s main city of Goma.

Two Ugandan military sources familiar with the matter told AFP on condition of anonymity that Kampala had already sent intelligence, medical and logistical teams into Goma to prepare the ground for the planned deployment.

The M23 first leapt to prominence 10 years ago when it captured Goma in 2012, before being driven out and going to ground.

But it reemerged late last year, claiming Congo had failed to honor a pledge to integrate its fighters into the army, among other grievances.

The EAC regional force is expected to include soldiers from Kenya, Burundi, Uganda and South Sudan. But its intended total size remains unclear.

The M23 is one of around 120 armed groups active in eastern Congo, many of them a legacy of two regional wars that flared late last century.

Cameroon Struggling to Rein In Arms Smuggling From Chad, Nigeria

YAOUNDE, CAMEROON — Cameroon has blamed arms smuggling from its neighbors for fueling Boko Haram terrorism, anglophone separatists, and crime. The military says it has recovered only a small fraction of illegal small arms out of what is thought to be more 100,000, most of them smuggled from neighboring Chad and Nigeria.

Cameroon’s military pointed the finger at its neighbors after meetings Tuesday on arms smuggling in the towns of Maroua and Garoua on the borders with Chad and Nigeria.

The military blamed arms smuggled from its neighbors for fueling Boko Haram militants, separatists, and a surge in crime along the borders.

Colonel Jean Jacques Fouda, who is leading the military’s fight against the proliferation of smuggled weapons, said many illegal arms seized in northern Cameroon come from countries in conflict such as the Central African Republic, Chad, Nigeria, and as far away as Sudan.

He said arms circulated illegally by Boko Haram militants remain a threat to security and peace in Cameroon, adding that the terrorist group distributes weapons to civilians to fight government troops. But he said some civilians are also using the weapons to attack and kill people in towns and villages on the Cameroonian, Nigerian, and Chadian borders.

At the same time, Cameroon’s military said attacks by Boko Haram on military installations, markets and churches have dropped significantly in the past three months.

But authorities in Yaounde noted a strong link between arms trafficking from the neighboring Central African Republic, Chad, and Nigeria into Cameroon and a surge in crime.

The Central African Republic, Chad and Nigeria have pledged to work with Cameroon to tackle border crimes like arms smuggling.

The African Union and Cameroon estimate about 130,000 illegal small arms are circulating in Cameroon, including handguns, rifles, and machine guns.

In the past 10 months, the military says it recovered about 1,500 illegal weapons in northern Cameroon.

Cameroon’s military says another 3,500 weapons were recovered from western regions, where English-speaking separatists are fighting to break away from the French-speaking majority.

Julie Mballa, who leads the disarmament project at the United Nations Development Program (UNDP) in Cameroon, said most civilians who use the weapons to steal or kill are jobless youths. Speaking Tuesday on state broadcaster CRTV, she said efforts are underway to educate male youths, who make up most of the civilians with illegal arms, and prod them to lay down their weapons.

Boko Haram’s Islamist militants often target unemployed young men for recruitment into the terrorist group.

The U.N. says the conflict, which started in 2009 in northeast Nigeria, has killed more than 350,000 people and displaced two million across Nigeria, Cameroon, Chad, and Niger.

The Central African Republic has been in armed conflict since 2013, with rebels and arms spilling across Cameroon’s eastern border.

The U.N. says since Cameroon’s separatist conflict broke out in 2017, more than 3,300 civilians have been killed and 700,000 displaced.
