The Indonesia Ministry of SOEs Supports PLN’s Breakthrough to Accelerate the Clean Energy Transition in Indonesia

JAKARTA, Indonesia, Oct. 26, 2022 /PRNewswire/ — PT PLN (Persero) today reaffirmed its committed to support the Indonesian government’s program to achieve the Net Zero Emission target by 2060 through various strategies, such as the development of new and renewable energy (RE)-based power plants, dieselization programs, and the retirement of steam power plants (PLTU).

Vice Minister of State-Owned Enterprises (BUMN) Pahala N. Mansury outlined how the Ministry strongly supports the efforts of PLN in achieving net zero emissions by 2060 and supports low-carbon development based on the Paris Agreement goals to reduce greenhouse gas emissions based on the National Determined Contribution (NDC) of up to 29 percent, as it is stated at the COP26 2021 meeting.

“PLN is committed to decarbonization, such as accelerating the stopping of the use of Coal Fired Power Plant (CFPP) assets, and new renewable energy programs by developing eco-friendly power plants to increase the level of NRE in the energy mix,” explained Pahala.

The President Director of PLN Darmawan Prasodjo welcomes the government’s support to make the energy transition successful, especially to follow the NZE 2060 target. Since 2021, PLN has prepared a roadmap which was presented at the COP26 Summit in Glasgow. This means, continued Darmawan, PLN is ready to lead the energy transition in Indonesia.

Darmawan said in the scenario of business as usual (BAU), Indonesia’s carbon emissions are projected to reach more than 4 billion tons of CO2e/year by 2060. There are 2 sectors with a large contribution to Indonesia’s carbon emissions, namely the electricity sector and the transportation sector.

“Without significant efforts, by 2060 the electricity sector will produce CO2e emissions of 920 million tons per year, but the intervention by PLN will prepare Indonesia to be cleaner for future generations,” he said.

To support this plan, PLN has prepared a roadmap for the retirement of steam power plants (PLTU) to achieve Net Zero Emission by 2060. The steps of retiring the coal-fired power plant of 50.1 gigawatts (GW) until 2056 will be carried out gradually, replacing them with RE power plants.

Darmawan stated that the replacement of PLTU and PLTMG with PLT RE Baseload of 1.1 GW will be carried out in 2025. And in 2030, the first phase of PLTU subcritical retirement of 1 GW will be carried out. Then in 2035, the PLTU subcritical phase 2 will retire at 9 GW. Then in 2040, PLN will operate a supercritical PLTU with a CCUS of 10 GW.

In 2045, the Ultra Super Critical PLTU will be operated by the use of CCUS (carbon capture storage) technology of 24 GW. Furthermore, in 2055, the Ultra Supercritical PLTU with the last CCUS of 5 GW will be operated.

Besides reducing the number of PLTUs, PLN is also conducting a de-dieselization program of 5,200 PLTDs in Indonesia. PLN replaces it with an RE generator based on local natural potential. Currently, the PLTD owned by PLN which will be converted to an RE power plant is around 499 MW. It will be carried out in two steps, namely Phase I in 183 locations with a capacity of 212 MW with a hybrid scheme (PLTS+Baterai+PLTD existing). As a second phase, the conversion of PLTD with a capacity of 287 MW to other RE power plants will be carried out, considering local RE sources.

“This is a big change as it converts import-based energy into cheaper domestic-based energy,” he said.

Instead, PLN will also develop an NRE-based power plant of 20.9 GW by 2030. The addition of NRE capacity is a combination of several NRE sources with a composition of 10.3 GW of hydro power (PLTA), and 10.3 GW of solar power (PLTS). 4.7 GW, geothermal power plants (PLTP) of 3.3 GW, and other RE PLTs of 2.5 GW.

PLN also innovates on the biomass co-firing program in PLTU, through the substitution of coal with biomass partially to increase the NRE mix and reducing carbon emissions. “This is a social-based energy ecosystem because the supply of biomass will be run in collaboration of all social elements,” he said. The trial implementation of the co-firing program at PLN’s PLTU starting in 2020 has been successfully carried out at 47 PLTU locations.

Darmawan added that PLN cannot achieve NZE in 2060 alone, it needs collaboration with various institutions and also political support from the government. “It takes a very large amount of capital to reach Net Zero Emission 2060 at least USD 500 billion. Therefore, we need to be supported on access to low-cost green financing, development grants and G to G pattern support,” said Darmawan.

To do so, the Ministry of SOEs is not only encouraging PLN to support the NZE effort, but also all SOEs must contribute to the initiative.

“We have to encourage renewable energy; each state-owned company cannot work separately, but must collaborate to ensure that the 2060 NZE occurs. The energy transition must be carried out based on the transformation desired by Indonesia,” said Erick Thohir, Minister of State-Owned Enterprises (SOEs), during the SOE International Conference in Bali (17/10).

Aid urgently required for people fleeing Sudan’s West Kordofan

The area of Lagawa in West Kordofan is witnessing a relative calm after 21 people were killed in an armed inter-communal clash in the Um Khashmin region in Ghubeish last week.? Authorities have requested urgent aid following mass displacement from the region.

Houses in some neighbourhoods were torched, Activist Fatima Deifallah told Radio Dabanga, leading more than 70 per cent of the population to flee to other towns. Approximately nine neighbourhoods are deserted, she said, but number of young people are still in the town and have found refuge at the Lagawa army garrison if they were not able to stay in their homes.

The arrival of the army and Rapid Support Forces stabilised the situation, Deifallah added. The town’s market, one of the largest weekly markets in West Kordofan, has partially opened again.

She further noted that Lagawa has been neglected for a long time, and devoid of basic services such as clean drinking water, electricity, and roads.

Native administration leaders have called on Misseriya and Nuba tribesmen, the parties to the conflict, the West Kordofan government and the Sudan People’s Liberation Movement-North under the leadership of Abdelaziz El Hilu?(SPLM-N El Hilu), to “listen to the voice of reason and respect the importance of peaceful co-existence,” stressing the need to restore the Rule of Law.

Aid requested

The South Kordofan government reported that more than 2,125 adults and 255 children have fled to Delling. Ibrahim Hamadein, Secretary-General of the South Kordofan government said in a press statement that another 7,606 people sought refuge in Kadugli, capital of South Kordofan.

Following his visit to the area of Delling yesterday, Hamadein said that “the number of displaced people exceeds our current capacity,” and appealed to aid organisations operating in the state “to urgently intervene and provide shelter and food, in addition to health requirements.”

The displaced in Kadugli are also in dire need of aid. They are sleeping on the ground, with a lack of toilets and scarcity of drinking water, according to a Radio Dabanga correspondent in the area.

Kadugli Mayor, Karrar Ahmed, told Radio Dabanga that residents of the state capital have provided provisional support to the displaced, and that the health situation is stable, with limited malaria and infectious cases.

The United Nations Office for Humanitarian Affairs (OCHA) Humanitarian Coordinator, Eddie Rowe, said he is “deeply concerned” about the situation in West Kordofan state and appealed for “peace and an end to the violence” in a statement on Thursday.

Sudan’s State authorities have requested humanitarian organisations to mobilise response and an emergency response team comprised of UN agencies, NGOs and line ministries will be established to coordinate the response, according to OCHA. In addition, state authorities have announced that they will provide security for those delivering assistance. Sudan government’s Humanitarian Aid Commission (HAC) and partners are discussing a coordinated humanitarian mission to the affected area once the situation stabilises.

Cease of hostilities

On Sunday, the parties to the conflict, Misseriya and Nuba, signed a document to stop hostilities in the area of Um Khashmin, after bloody clashes on Friday and Saturday killed 21 and injured 12 people.

The document stipulates the formation of a committee of 14 people from the two parties to the conflict, who will be tasked with organising a peace conference.

Hostilities began after a dispute at Gangaro village, approximately three kilometres east of Lagawa town. On October 13, the Misseriya tribesmen claimed the land, which led to an exchange of gunfire between the Misseriya and Nuba in the market in Lagawa itself, which continued through October 14 and 15. On 18 October, Lagawa was shelled by heavy artillery.

Salah Mohamedi, the media secretary of the National Umma Party branch in West Kordofan, told Radio Dabanga that people consider the document to be as “worthless as its predecessors.” He said he expects that the committee will not be able to bring the parties together, adding that the authorities have failed to arrest any suspects so far.

Incidents of tribal fighting in West Kordofan increased earlier in the year. Early June, Radio Dabanga reported about fierce fighting in Lagawa which left nine people dead. End May, at least six people were killed in the the violence that broke out between two Hamar clans.

Sudan anti-junta demos face brutal resistance

At least one demonstrator has died as hundreds of thousands of Sudanese took to the streets across nine states yesterday, to mark the anniversary of the dawn coup d’état of October 25, 2021. In marches across the country, protesters demanded the overthrow of the military junta, and a return to democracy and civilian rule. Marchers were met with fierce resistance from Sudan’s security forces. Many more injured as tear gas and stun grenades were used against peaceful protesters.

In measures to pre-empt the marches, authorities in Khartoum cut off internet services for mobile phones on Tuesday morning, and closed a number of main roads, as well as all bridges linking the capital with Omdurman and Khartoum North (Bahri), except for the Soba and Halfaya bridges.

Protesters gathered at more than 20 muster points with the aim to converge on the Republican Palace in central Khartoum. Large numbers of military personnel were deployed along the anticipated paths of the processions.

Most of the schools in Khartoum closed their doors without an official decision from the state government, while most government and private facilities stopped working on Tuesday in anticipation of the demonstrations.

The marchers were met with volleys of tear gas and stun grenades. In Khartoum, the marches reached El Gasr Street, despite the tight security barriers, but they retreated due to the excessive resistance. However the security forces impeded the arrival of the demonstrators from Khartoum Bahri and Omdurman by using excessive violence and closing bridges with containers. The Bahri Neighbourhood Committees called for a complete closure of the city, calling on the revolutionaries to occupy the streets. At least one protester was killed in Khartoum, reportedly after being run over by a military vehicle.

The Bahri Neighbourhood Committees announced that three protesters were seriously injured in the neck from tear gas and stun grenades. Demonstrators from Omdurman said that a number of injuries were caused by the use of excessive violence in front of the main hospital. Activist in voluntary work, Nazim Siraj, told Radio Dabanga that no gunshot injuries were reported in Khartoum.

In El Gezira, the resistance committees said that a number of protesters were injured by tear gas.

The South Darfur government announced the closure of schools for a week in anticipation of the demonstrations, while the states of El Gezira, Red Sea, El Gedaref, North Darfur, and North Kordofan announced an official holiday on Tuesday due to the demonstrations.

Processions took place in Wad Madani, Atbara, El Fasher, Zalingei, Port Sudan, Kassala, El Gedaref, Kadugli, El Obeid, and other cities to demand the overthrow of the junta.

North Darfur

In North Darfur, hundreds of demonstrators approached Freedom Square in El Fasher from three directions. In an interview with Sudan Today on Radio Dabanga, Mohamed Salem from the Democratic Alliance of Lawyers called for a return to the democratic track and the restoration of civil authority and the institutions of power.

In eastern Sudan, the processions in Port Sudan left from the public parking lot to El Buseiri Plaza Street, passing through the Workers’ Bank, and then to the railway. Demonstrators said that the procession was subjected to repression using tear gas, stun grenades and batons by the security forces. Hundreds also demonstrated in Kassala and El Gedaref, demanding civilian rule.

Activist Nujoud El Shalali told Radio Dabanga that in Atbara, marchers converged on the new bridge, bearing the slogan: ‘No negotiation, no partnership, no legitimacy’. She confirmed that the resistance committees closed the main roads with barricades.

Emergency lawyers condemn violence and use of bullets

Emergency lawyers condemned the authorities’ shutdown of internet service in Sudan since Tuesday morning. They also condemned excessive violence in the face of peaceful demonstrators and the alleged use of live bullets in the shadow of a deliberate blackout.

Emergency lawyers said in a press statement that cutting off the internet is a flagrant and flagrant violation of Article (19) of the Universal Declaration of Human Rights. They explained that cutting off the Internet service deprives a basic right related to the exchange of information, communication, and basic services related to health care, education, and publishing.

‘Sabotage’

The Sudanese police have accused the demonstrators of being “forces trained in armed military formations that adopted violence and sabotage”.

The official spokesperson for the police said that what happened confirms the presence of “organised and rebel groups and sleeper cells that use edged weapons, firearms, and explosive devices”, accusing them of “targeting the security of the capital under the influence of drugs and toxic substances” and “working to achieve their goals under a political cover”.

The groups faced by the police carried flags with colours and slogans calling for violence, he said. They carried tools for breaking and cutting, and were followed by unidentified motorcycles, complete with armaments.

The police spokesperson asserted that “the processions are devoid of media and partisan and peaceful slogans,” and accused the demonstrators of “belonging to illegal groups and organisations that do not want to announce themselves”. He appealed to the Ministry of Justice and the legislative body “to impose exceptional measures” to confront these groups.
