بكين,  13 سبتمبر 2021 /PRNewswire/ —  مع دخول عامها الخامس عشر، أثبت تكتل مجموعة البريكس (BRICS) للأسواق الناشئة والتي تضم البرازيل وروسيا والهند والصين وجنوب إفريقيا مرة أخرى أن الدول الأعضاء يمكنها دائمًا أن تجتمع معًا لبناء مجموعات جديدة إجماع على تعاون أكثر ديناميكية

تحت عنوان “التعاون بين دول مجموعة البريكس من أجل الاستمرارية والتوطيد والتوافق”، تأتي القمة الـ 13 عبر رابط الفيديو يوم الخميس في وقت يواجه فيه العالم وباءً، وانتعاشًا اقتصاديًا عالميًا متفاوتًا بشكل متزايد، فضلاً عن سيل من التحديات الأمنية العالمية غير التقليدية المتزايدة.

لقد قدمت الصين، التي واصلت زيادة الزخم في تعاون مجموعة البريكس وستتولى رئاسة مجموعة بريكس في عام 2022، مثالًا جيدًا للتعاون الدولي في مجال اللقاحات في قمة الخميس من خلال الإعلان عن التبرع للبلدان النامية بـ 100 مليون لقاح إضافي من أجل مواجهة كوفيد-19.

بريكس من أجل مكافحة الوباء

حافظت دول البريكس بنشاط على تبادل المعلومات والتعاون، في مواجهة الوباء، وشدد الرئيس الصيني شي جين بينغ، الذي حضر وألقى كلمة في قمة البريكس للعام التاسع على التوالي، على أهمية التعاون في مجال اللقاحات.

وفي إشارة إلى أن الصين وعدت بتقديم 2 مليار جرعة من لقاح كوفيد-19 للعالم على مدار هذا العام وتقديم 100 مليون دولار مبادرة الوصول العالمي للقاحات كوفيد-19 (كوفاكس- COVAX) ، دعا الرئيس شي أعضاء البريكس إلى المساهمة في تعزيز التوزيع العادل والمنصف للقاحات في جميع أنحاء العالم.

منذ إعلان الرئيس شي عن جعل لقاحات كوفيد-19 الصينية منفعة عامة في الدورة 73 لجمعية الصحة العالمية في مايو الماضي، قدمت الصين حوالي 800 مليون جرعة لقاح لأكثر من 100 دولة بداية من شهر أغسطس. هذه الدول التي قُدم إليها اللقاء في الغالب دول نامية، وفقًا لبيانات وزارة الخارجية الصينية.

كما سلط الضوء على التعاون العملي في البحث والتطوير المشترك للقاحات، والإنتاج المشترك والاعتراف المتبادل بلقاحات كوفيد-19، بالإضافة إلى إطلاق مركز أبحاث وتطوير لقاحات تابع لمجموعة بريكس (مركز أبحاث وتطوير لقاحات بريكس – BRICS Vaccine Research and Development Center ) عبر الإنترنت في أقرب وقت ممكن.

أعلنت الصين في شهر مايو عن إنشاء مركز وطني كجزء من المركز (مركز بريكس). من خلال تعزيز البحث والتطوير في مجال اللقاحات بين دول مجموعة البريكس، يعزز المركز التعاون في مجالي البحث والتطوير وتجربة اللقاحات وبناء المصنع والتعاون في إنتاج اللقاح والترخيص والاعتراف بها بين الدول الخمس.

بريكس من أجل تعزيز التنمية المشتركة في الاقتصاد

يُعد التعاون الاقتصادي والتجاري أحد الموضوعات الرئيسية لدول البريكس. وفقًا لوزارة التجارة الصينية، تمثل الكتلة السكانية دول البريكس 42 في المائة من سكان العالم، وكذلك اقتصاد هذه الدول يمثل 24 في المائة من الاقتصاد العالمي، وكذلك حجم التجارة 18 في المائة من التجارة العالمية في السلع، والخدمات 13 في المائة من التجارة العالمية في الخدمات، والاستثمار الأجنبي العالمي 25 في المائة من الاستثمار الأجنبي العالمي.

في هذا الصدد، اقترحت الصين استضافة اجتماع رفيع المستوى لدول مجموعة البريكس من أجل بحث تغير المناخ ومنتدى بريكس بشأن البيانات الضخمة من أجل التنمية المستدامة.

كذلك شدد الرئيس شي على أهمية بنك التنمية الجديدة ( New Development Bank ) والشراكة بين دول البريكس ( BRICS Partnership ) بشأن مركز ابتكار الثورة الصناعية الجديدة.

وقد أُطلق المركز في مقاطعة شيامن في ديسمبر من العام الماضي. وقعت شركات تابعة لدول مجموعة البريكس 28 مشروعًا، في حفل افتتاح المركز يوم الثلاثاء، بأجمالي استثمارات يزيد على 13.4 مليار يوان (حوالي 2.07 مليار دولار أمريكي).

بريكس من أجل دعم التعددية الحقيقية والعدالة والإنصاف

كانت الكلمات الرئيسية في تعاون بريكس خلال السنوات الأخيرة، هي: السلام والاستقرار الإقليمي والأمن البيولوجي ومكافحة الإرهاب والأمن السيبراني.

كما صرح الرئيس شي خلال القمة، قائلًا: “إننا بحاجة إلى الاستفادة من آليات بريكس مثل اجتماع وزراء الخارجية واجتماع الممثلين رفيعي المستوى للأمن، وتنسيق موقفنا بشكل أفضل بشأن القضايا الدولية والإقليمية الرئيسية، وإرسال صوت جماعي أكبر لدول البريكس”.

في اجتماع مستشاري الأمن القومي في بريكس الذي عقد الشهر الماضي، توصلت الدول الأعضاء إلى خطة عمل لمكافحة الإرهاب، وفي يوليو من نفس العام، اتفقت على المساهمة بشكل أكبر في الحرب الدولية ضد الإرهاب في الاجتماع الافتراضي السادس لمجموعة عمل بريكس لمكافحة الإرهاب.

كما تبنت مجموعة البريكس إعلانًا في الاجتماع، يؤكد التزام المجموعة بتعزيز التعاون في إطار التبادلات السياسية والأمنية والاقتصادية والمالية والثقافية والشعبية.

CGTN: Xi Jinping: A role model in respecting teachers

BEIJING, Sept. 12, 2021 /PRNewswire/ — China has a long tradition of honoring teachers. Starting from 1985, the country has designated September 10 each year as Teachers’ Day to pay tribute to educators and mentors nationwide. It’s something that Chinese President Xi Jinping has been doing for years. Through speeches and actions, Xi has been calling on people to respect teachers and give priority to education.

In a letter to representatives of model teaching units named after late geophysicist at Jilin University Huang Danian on Thursday, Xi praised the representatives for their achievements in teaching and scientific research and innovation.

Noting the great contributions made by Huang in deep earth exploration technology, Xi encouraged college teachers across China to provide good guidance to students and make new contributions to the cause of fully building a modern socialist country. The letter shows Xi’s high regard for teachers – an attitude he’s long held.

“It would be good fortune for one to have a good teacher; it would be an honor for a school to host great teachers. Constantly giving rise to such outstanding teachers would bestow hopes on a nation,” Xi said during a visit to Beijing Normal University in 2014.

At the time, Xi recalled his years at school, saying he is grateful for what he learned from his teachers.

“I have received instruction from many teachers. They taught me knowledge as well as how to be an upright person, which has benefited me enormously,” the Chinese president said, hoping the teachers could use their knowledge and experiences to guide students to grow up healthily.

In September 2016, Xi went back to his alma mater Beijing Bayi School to meet his teachers Chen Zhonghan and Chen Qiuying, among others.

“You were strict with us during those years. But in retrospect, I benefited from your teachings for life,” Xi said to his former teachers.

In fact, honoring teachers is not merely a personal behavior but is also related to the country’s cause of national rejuvenation.

In a speech at the 2018 national education meeting, Xi highlighted education as a “fundamental” factor in China’s cause of national rejuvenation. He viewed students as the major force for national rejuvenation in the future, while teachers the dream builders.

To encourage teachers to make greater contributions to the cause of the Party and the people, Xi called for enhancing the political, social and professional status of teachers and giving priority to education.

“Teachers are the engineers of the human soul and disseminators of human civilization. They are tasked with the mission of the times — to spread knowledge, ideas and truth,” as Xi noted.

S. Sudan’s Kiir, top UN official discuss peace, security issues

The need to expedite implementation of the security arrangements was top of the agenda at a meeting between the UN Under-Secretary-General, Jean-Pierre Lacroix and South Sudan’s President Salva Kiir in the capital, Juba.

“We discussed the situation regarding the efficient and effective implementation of the Revitalized Peace Agreement. We appreciated the efforts that have been made in this regard since the signing of the agreement and reiterated our support for further progress to be made,” said Lacroix after the hour-long discussion.

The overwhelming focus of the UN official’s visit to the conflict-affected country was how to expedite reform of the security sector, required under the peace agreement.

The graduation and deployment of unified forces has been repeatedly delayed and troops are struggling to survive in cantonment sites without basic support, including food and shelter.

“As far as the UN is concerned, we can certainly help in trying to support the armed forces here in their efforts to make sure certain guarantees and certain benchmarks can be achieved. I’m thinking in particular of everything that has to do with managing weapons and ammunition. I know that it is seen by members of the Security Council as an important element in this,” said Lacroix.

He added, “But the issue of the arms embargo is very much in the hands of the Security Council.”

The senior UN official also met representatives of civil society and faith-based groups.

South Sudan’s Defence Minister, Angelina Teny reiterated the need to finalize security arrangements, including reaching agreement on the command structure of armed forces, which is critical to stabilization and improving the lives of communities across the country.

She called on the UN and international partners to prioritize support for the peace process.

“This peace agreement is really in dire need of a revamping. It’s in dire need of resources. It’s in dire need of more attention so that it is implemented, so that South Sudan can come out of the list of countries always in need,” stressed Teny.

The visit by the top UN official was to breathe life into the stagnating peace process and to express the commitment of the world body to supporting the people of South Sudan as they transition from war to peace, recovery, and development.

After five years of civil war, the warring factions signed a peace deal in September 2018. Since then, political violence has significantly reduced although sporadic fighting continues at the community level, particularly in Western Equatoria and Warrap states.

South Sudanese minister lambasts international community over peace implementation

South Sudanese Cabinet Affairs Minister has lambasted the international community, saying the country was lacking genuine friends but only those with the agenda of regime change.

“Who says there are friends, perhaps in the region but in the international community, let me put it white and blank, we do are friends? Those that you see are working otherwise. They are for regime change,” said Lomuro.

The minister who is under UN and U.S. sanctions was speaking during an occasion marking the third anniversary of the revitalized 2018 peace agreement on Saturday. The roundtable discussion was organized by UN-owned Radio Miraya.

The cabinet minister said the lack of international support hampered the implementation of the peace agreement particularly the costly security arrangements.

Following the signing of the peace agreement, the Troika countries requested transparency in the management of the oil income before supporting the implementation process.

Peacebuilding Minister Stephen Par Kuol who also participated in the discussion argued that key members of the international community had refused to fund the implementation process because they believe the leadership was “corrupt”. So, these countries have decided to let everything be shouldered by the government.

Kuol further said it was cheaper to fund the implementation of the peace agreement than the humanitarian assistance given by these sam countries on compassionate ground.

“We have tried this (regime change) when we were in the opposition, but it did not work. So, I told these diplomats during our engagement with them to help fund the agreement so that the refugees and internally displaced persons can return to their homes. Instead of working for regime change, I ask them to support this current (transitional) government of the revitalized peace agreement, not the regime”, explained Kuol.

James Solomon Okuk, a senior independent political analyst and a researcher who published a book about the revitalized peace agreement said the accord had fallen below 10 per cent in the implementation of key provisions, especially provisions relating to security arrangement.

WFP receives $5.9 million for air operations in S. Sudan

The United Nations World Food Programme (WFP) said it secured $5.9 million to support humanitarian air operations in war-torn South Sudan.

The European Union funds will be used to support the United Nations Humanitarian Air Services (UNHAS) and the WFP-led Logistics Cluster, a mechanism designed to ensure efficient and effective emergency response in South Sudan.

WFP’s country director for South Sudan, Matthew Hollingworth said UNHAS and the Logistics Cluster allow humanitarian organizations to reach the most remote areas of South Sudan, ensuring that assistance reaches those who need it most.

“This would not be possible without the support from donors like the European Union,” he said in a statement extended to Sudan Tribune.

The EU contribution, WFP stated, will help UNHAS to provide air transport services to 30,000 passengers and to transport 480 metric tons of light cargo in support of 290 humanitarian organizations across the country.

Over 8 million people reportedly need urgent humanitarian assistance after floods, conflict and COVID-19 have worsened the situation, following earlier years of conflict.

WFP said UNHAS remains the only common air service available for the entire humanitarian community in the country.

“Due to poor infrastructure, seasonal challenges, demographic constraints, and aviation gaps, the humanitarian community relies heavily on the WFP-run air service to safely reach areas of operation,” WFP said in a release.

It added, “These services include transportation of humanitarian cargo, warehousing, operational information management, logistics preparedness and representation at decision-making forums”.

According to the UN, South Sudan is currently facing its highest levels of food insecurity since its independence, with 60 percent of the population facing hungry.

Sudan seeks Saudi investment in infrastructure

Sudanese minister called on Saudi businessmen to put their money into the very much needed infrastructure investments among other economic activities to rebuild the national economy.

A Sudanese-Saudi economic forum began in Khartoum on Sunday. The meeting, which is co-organised by the government of the two countries, aims to allow 45 Saudi public and private investors to better identify economic activities where they can inject their money.

Speaking at the opening session, the Sudanese Minister of Investment, al-Hadi Mohamed Ibrahim, suggested six areas suitable for Saudi investments in Sudan, including energy, electricity, mining, transport, communications, fisheries and railways.

“We hope that understandings will be reached about it,” said Ibrahim before adding that his government will remove all the difficulties facing foreign investors.

He affirmed his government’s support to the private sector to build strategic partnerships to create a conducive infrastructure to attract foreign investments after Sudan’s return to international financial institutions and the lifting of international sanctions.

Sudanese Minister of Agriculture al-Tahir Harbi encouraged Saudi businessmen to invest in agriculture pointing that Saudi investments in Sudan are successful, especially in the areas of rained agriculture, animal production and forests.

From July 5 to 9, a Sudanese ministerial delegation involved ministers of finance, investment and energy was in Riyadh where they met with Saudi officials and businessmen. The two sides agreed to meet in Khartoum to better assess economic opportunities and finalize agreements.

The Saudi delegation is led by Abdulrahman bin Abdulmohsen Al-Fadhli Minister of Environment, Water and Agriculture.

In March 2021, Riyadh pledged to invest $3 billion in a joint fund in Sudan. Also, Riyadh promised to encourage private capital to invest in Sudan and provide support to Saudi businessmen to work in Sudan as part of its 2030 vision to transform the Saudi economy and reduce dependency on oil.

Minister Al-Fadhli reiterated in his speech Saudi Arabia firm desire to cooperate, strengthen economic and trade relations, and develop investment for the benefit of both countries.

He further referred to the directives of the Kingdom’s government to discuss investment opportunities in the fields of energy, infrastructure, agriculture and communications.

During the meeting, the Sudanese officials proposed 124 investment projects in various fields, including 77 projects for partnerships between the private and public sectors, and 47 projects for investment in agriculture, livestock and fisheries, in southern and western Sudan states.

With regard to the infrastructures, Sudan proposed to invest in highways, bridges, railways and the national maritime carrier, the Sudanese Shipping Lines Company.

The proposed projects included investment communications and digital transformation, oil sector, electricity sector. and minerals, and the establishment of free zones and markets.

During, the meeting of last July in Riyadh, the Sudanese officials emphasized that transport and roads are crucial for the development process in Sudan and can be monetised quickly.

Chairman of the Saudi Business Council Hussein Saeed Bahri told Sudan Tribune and that the Saudi leadership has directed them to invest in various fields in Sudan, and cited wide opportunities in mining, agriculture, livestock, fisheries, communications, ports, roads and railways.

He pointed to Sudan’s proximity to Saudi Arabia, adding that the East African country represents a strategic depth in food security, especially since the Kingdom has stopped the cultivation of wheat, barley and fodder due to lack of water.
