New coalition calls to review Sudan’s 2019 constitutional declaration, rejects lawyers proposals

Pro-coup armed groups and political parties launched Thursday a new alliance dubbed “Forces for Freedom and Change – the Democratic Bloc (FFC-DB)”, calling to form a civilian transitional government based on an amended version of the 2019 Constitutional Declaration.

The launch of the agreement comes as the Trilateral Mechanism recently intensified efforts to forge the outlines of a political deal between political groups – the FFC mainstream – and the military component based on a draft transitional constitution proposed by the Sudanese Bar Association.

However, the leaders of the National Consensus Forces (NCF) of the SLM led by Minni Minnawi and JEM headed by Gibril Ibrahim, signed a new political agreement with Deputy Head of the Democratic Unionist Party (DUP) Gaffer al-Mirghani and some other political forces.

The new coalition rejects the adoption of a new constitutional text for the transition in Sudan. Instead, it calls to mend the current constitutional document of 2019.

Among the amendments proposed in the new document, the new coalition replace the Forces for Freedom and Change (FFC) with “political and civil forces, armed struggle movements, parties to the peace process and Resistance Committees.”

Also, the proposal of the FFC DB replaces the term “Transitional Sovereign Council” with “Sovereign Authority”.

Also, the text stipulates that “The Constitutional Document may not be amended in contravention of the Juba Peace Agreement except with the agreement of the parties to the (peace) agreement.

The constitutional text proposed by the Sudanese lawyers calls to review the Juba peace Agreement which was negotiated by the military component and armed groups.

On Wednesday the Sudanese Revolutionary Front headed by Hadi Idris also voiced its rejection to review the contested peace deal, according to a statement issued by the Sovereign Council following a meeting with the Trilateral Mechanism.

Several days ago, Mubarak Ardol a former SPLM-N official and now one the NCF leaders disclosed that DUP Vice-President Gaffer al-Mirghani has joined them and they would formally establish a new coalition on Thursday.

Gaffar support for the NCF has recently created a rift within the DUP, as the sons of the Party Leader Mohamed Osman al-Mirghani seem divided in their positions over the way out of the political crisis.

The other two sons, the head of the organization sector, Hassan al-Mirghani, and the political secretary, Ibrahim al-Mirghani, support the transitional constitution of the Sudanese lawyers loyal.

On October 31, 2022, the DUP political secretary denied Ardol’s statements about a new coalition between the NCF and his party.

Darfur defence committee: Detainee with TB ‘has lost his mind’

The Defence Committee of Detainees in North Darfur stated that a Darfur detainee with tuberculosis in El Huda Prison in Omdurman, has suffered severe mental health issues as a result of maltreatment and insufficient medical attention.

In a statement by the defence committee, they said that the detainee Nasr El Din Yousef “lost his mind” whilst imprisoned in El Huda.

They added that tuberculosis has also become a “threat to life” for Sami Ahmed El Haj, who is another detainee in the Omdurman prison.

The committee stated they would submit an urgent request to the prison administration to “refer the detainee to a psychiatric hospital as soon as possible” and refer the other tuberculosis patient to a hospital so he can “obtain the necessary health care”.

The detainee defenders also submitted a complaint to the junta authority based on the abuses committed against the prisoners, noting the inability of the Attorney General “to exercise his legal duties” in protecting them.

C. Equatoria governor donates cars, motorcycles to education ministry

Governor Emmanuel Adil of Central Equatoria State on Monday donated four Toyota Vanguard vehicles, eight motorcycles, and eighteen laptops to the state ministry of general education and instruction.

He said the donation is to meant boost service delivery in the education sector.

“In conformity with the state government’s strategic direction on enhancing service delivery, I am obliged to flag off four vehicles, eight motorbikes, and 18 laptops to aid the education sector in discharging its duties and responsibilities.” Governor Adil said. “This is a potential breakthrough in addressing some of the major challenges the education sector is facing which has adversely affected the general performance of the school-goers across the State.”

The governor reiterated his administration’s commitment to creating an enabling environment for educators and learners.

“One reason that brought me here is to thank you and also to let you know that we stand with you. For those of you who do not know, the president and our government have prioritized education after security and that is why the ministry of education budget has been increased,” Adil said. “I also know your challenges and these motorcycles will help you to do supervision and we shall work hard to see that each county has an education car.”

On his part, the Central Equatoria State education minister, Cirisio Zachariah Lado, appreciated the donation and said the equipment will be used to coordinate education supervision programs in the state.

“I want to thank the governor for coming to our office with this donation. We have been doing our best to improve the quality of education in the state and the governor has been very supportive.” He said. “Let all of us in the education ministry work extra hard because we are expected to deliver and achieve more in the education sector.”
