Opposition parties reject ‘imminent’ agreement between Sudan’s military and civilian forces

The National Accord Forces (NAF) announced last week its total rejection of an alleged “bilateral settlement” between the Forces for Freedom and Change-Central Council (FFC-CC) and the military component of the government. According to a UN statement on Friday, talks regarding solutions are ongoing.

The agreement in question provides for a civilian prime minister and a ‘government of competencies’, but control over the proposed Security and Defence Council remains a point of contention.

According to the NAF statement, “a Sudanese-Sudanese dialogue is required to have a comprehensive solution, excluding no one but the National Congress.” The statement called for a Sudanese platform that is formed according to a credible mechanism agreed upon by all parties. The statement asserts that the current bilateral statement will not lead to a government of national and independent competencies, and it does not represent all parties.

On Friday, Volker Perthes, Special Representative of the United Nations Secretary-General in Sudan and head of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS), revealed that talks between the military ad civilian counterparts regarding solutions are ongoing.

In an interview with Middle East News Network El Hadat, he said that there is a convergence of views between all parties regarding the exit from the crisis. Perthes expressed his hope that a solution is close, pointing out that there is an agreement between the parties on a transitional period of no more than two years.

He added that the atmosphere is much better than it was three months ago, stressing the importance of reaching a solution by consensus of all components, including the military. He stressed that the military should not be part of political institutions, adding that coup-leader and Sudanese Armed Forces (SAF) commander, Abdelfattah El Burhan, has “confirmed his readiness to leave political life.”

Both civilian and military sources confirmed to El Sharg news channel on Wednesday that El Burhan reached agreements with the FFC on many issues, but discussion is still ongoing with regard to some controversial points. An ‘imminent agreement’ document was issued after extensive meetings between the two parties in Khartoum.

The mainstream Forces for Freedom and Change have received criticism from other opposition groups because of their sympathy towards a power-sharing government with the military.

The NAF, formerly the National Accord breakaway faction of the Forces for Freedom and Change (FFC-NA), announced their political vision on August 23. In the document, it was proposed that the role of the military in the government should be limited to security and defence councils, chaired by a civilian head of state or the prime minister.

In Sudan, there is plenty of sceptisism around the military’s announced ‘withdrawal’. On October 5, Sudan’s Resistance Committees and Coordination Committees activated a separate document, the Revolutionary Charter for the Establishment of the People’s Authority.

Two Sudanese football teams qualify for African championship

 

Two Sudanese football teams, El Merrikh and El Hilal, qualified for the CAF Champions League group stage this weekend, which will take place from February 10 to April 1, 2023, according to the Confederation of African Football. 

After losing to El Ahly Tripoli 1-3 at the Martyrs of February Stadium in Beghazi, Libya, on Saturday, El Merrikh passed through to the group stage based on away goals.

El Merrikh advanced with an early goal, scored by captain Ramadan Ajab, from a penalty kick. El Ahly won two goals in quick succession towards the end of the first half. In the second half of the game, the El Merrikh defence withstood continuous offensive pressure, including a penalty kick. Despite this, goalkeeper Mohammed Mustafa let in one goal, which took the overall score to 1-3.

El Hilal won their match against the Young Africans on Sunday 1-0 in Khartoum, also qualifying the team for the group stage of the annual club competition. Mohamed Abdelrahman’s goal in the third minute was the vital winner for El Hilal.

The teams confirmed to qualify for the group stage so far are Sudan’s El Hilal and El Merrikh, Horoya (Guinea), Simba SC (Tanzania), Coton Sport (Cameroon), Vipers SC (Uganda), Al Ahly SC (Egypt), Raja CA (Morocco), JS Kabylie (Algeria), Esperance Tunis (Tunisia), Mamelodi Sundowns (South Africa), Petro Luanda (Angola), Zamalek (Egypt), and CR Belouizdad (Algeria).

El Merrikh SC is a Sudanese football club based in Omdurman. Founded in 1908, El Merrikh is one of the oldest football clubs in Africa, and have won the Sudan Premier League 16 times and Sudan Cup 14 times. El Hilal SC, its main rival football club, is just over the road and is current defending champion of the Sudan Premier League.

The wins come two weeks after Sudan was expelled from regional qualifiers for the Under-17 Africa Cup of Nations, as wrist scans showed some of its players were over the age limit. Fifa began conducting magnetic resonance imaging (MRI) scans in 2009 to calculate the ages of players.

Flood damage to crops will ‘exacerbate’ food insecurity in Sudan

As Sudan’s rainy season draws to a close, the number of people affected by seasonal rains and flash floods across Sudan has remained constant at 349,000 since 26 September, according to a report by the UN Office for the Coordination of Humanitarian Affairs (OCHA) published this morning. 

146 people have died and 122 have been injured due to flooding and torrential rains since June, according to the National Council for Civil Defence.

At least 24,860 homes have been destroyed and 48,250 homes have been damaged in 16 out of the 18 states, and farmers have reportedly lost over 4,800 heads of livestock, and over 12,100 feddans of agricultural land have been affected by floods.

The OCHA report warns that “this will exacerbate the already worrying levels of food insecurity people across the country face.” Economic expert and politician Sidgi Kaballo recently warned of a ‘revolution of the hungry’ in an interview with Radio Dabanga if the root causes of the economic problems are not addressed.

The rainy season in Sudan usually starts in June and lasts up to September, with the peak of rains and flooding observed between August and September. “This year, the number of flood-affected people surpassed those affected in 2021 (about 314,500). Annually, an average of 388,600 people were affected by floods between 2017 and 2021,” reported OCHA.

According to the report, the most affected states are South Darfur (79,937 people), El Gedaref (64,685 people), Central Darfur (41,747), White Nile State (34,357), and Kassala (25,890). Less affected states are Northern State (18,046), West Darfur (17,354), River Nile State (16,572), North Kordofan (15,235), El Gezira (8,715), West Kordofan (6,030), South Kordofan (5,768), Sennar (5,379), and East Darfur (3,650). Floods and torrential rains have had limited impact in Khartoum (2,741) and North Darfur (2,621).

Many economic experts are not convinced that increasing taxes is a good way to support Sudan’s economy. They warn that it will further increase the economic hardships of many Sudanese, who already struggle to make ends meet. Tax increases will eventually affect the consumer, and will lead to a weakening of purchasing power and reluctance to consume, economic analyst Hafiz Ismail told Radio Dabanga.

Global Times: China expounds indigenous way to achieve modernization, to navigate nation’s economy toward fairer, innovative growth

BEIJING, Oct. 17, 2022 /PRNewswire/ — China on Sunday expounded the country’s indigenous approach to achieving modernization, as the Communist Party of China (CPC) set its sights on leading national efforts to accelerate the creation of a new development pattern and pursue high-quality development.

Scientific socialism has manifested new vitality in China in the 21st century and the Chinese-style modernization has provided a new option for mankind to realize modernization, Xi Jinping said on Sunday in a report at the opening session of the 20th CPC National Congress.

“From this day forward, the central task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization,” he said.

As the key CPC Congress anchors the country toward greener, fairer, more secured and innovative growth in the years to come, the global economy will hinge its future on a prosperous China more than ever, they stressed.

Novel option for modernization

The Chinese path to modernization, one of the key takeaways from Xi’s report to Sunday’s opening session, almost instantly became a buzz phrase that reverberated across the world.

In his report, Xi reaffirmed that Chinese modernization is the socialist modernization pursued under the leadership of the CPC. Chinese modernization is the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature and of peaceful development, he stressed, adding that it offers humanity “a new choice” for achieving modernization.

Tian Yun, former vice director of the Beijing Economic Operation Association, told the Global Times on Sunday that the opening speech flagged Chinese-style modernization for the first time and pinpointed it as the core mission of the CPC on the new journey of the new era.

“The 19th CPC National Congress mapped out a direction Chinese-style modernization was supposed to head but the concept still remains vague. Since it is very hard to materialize modernization in the context of World Bank technical standard, giving the unique situation and characters of Chinese economy, the report delivered on Sunday gives the concept an extension and an upgrade in connotation,” Tian said.

He praised Chinese-style modernization as providing a new paradigm of modernization in a globalized era.

China adheres to the right course of economic globalization. It is committed to working with other countries to foster an international environment conducive to development and create new drivers for global growth, Xi said.

The five aspects encapsulated in the definition of Chinese-style modernization lay out the guiding principles of China’s march toward the second centennial goal and when such target is achieved, it could mark an unprecedented achievement in the history of mankind and “a fundamental turnaround in global landscape,” Yao Jingyuan, special researcher of the Counselors’ Office of the State Council, told the Global Times on Sunday.

“China is home to 1.4 billion people, which is more than the combined population of all modernized countries [by current definition]. That means when China reaches its second centennial goal, it will be a modernized economy with the largest population in the world,”  Yao said.

“I believe that the decisions made at the 20th Party Congress will be a worthy response to the challenges of the modern world and will determine the course of China’s socioeconomic development not only for the next five years, but also, as is customary in China, for the longer term,” Belarusian Ambassador to China Yuri Senko told the Global Times over the weekend.

In the five years since the 19th Congress, the socioeconomic agenda in China has undergone quite noticeable changes, which was due to a number of objective reasons, the ambassador said.

New development pattern

China will accelerate creating a new development pattern and pursue high-quality development, Xi said on Sunday. “To build a modern socialist country in all respects, we must, first and foremost, pursue high-quality development.” Specifically, the industrial system will be modernized, with measures to advance new industrialization, and boost China’s strength in manufacturing, product quality, aerospace, transportation, cyberspace and digital development, Xi said.

To advance rural revitalization across the board, China will continue to put agricultural and rural development first, consolidate and expand achievements in poverty alleviation, and reinforce the foundations for food security on all fronts.

Furthermore, the CPC will work hard to resolve the pressing difficulties and problems that concern the people most, improve the basic public service system to raise public service standards and make public services more balanced and accessible, so as to achieve solid progress in promoting common prosperity, Xi said.

China will improve the system of income distribution, he said. “We will ensure more pay for more work and encourage people to achieve prosperity through hard work. We will promote equality of opportunity, increase the incomes of low-income earners, and expand the size of the middle-income group,” Xi said.

Proposed amid profound changes unseen in a century, Chinese-style modernization keeps abreast of the trend of the times and fits the requirements of China’s own development as the world’s largest developing country, Wan Zhe, an economist and professor at the Belt and Road School of Beijing Normal University, told the Global Times on Sunday.

“With aims including common prosperity for all, harmony between humanity and nature and peaceful development, Chinese-style modernization is of no fundamental difference to other countries, but underscores China’s own context and socialism with Chinese characteristics,” Wan said.

Cao Heping, an economist at Peking University, said that Chinese-style modernization is unique in having the CPC at its core, as the Party has always been committed to people-centered development philosophy while learning modernization from others.

After the 20th National Congress, the country will likely ramp up efforts in three important areas, namely the development of real economy, improvement in the system of income distribution and grain security, according to Wan.

“Reiterating security and green development, the authorities will attach importance to making breakthroughs in cutting-edge technologies, while improving the resilience and capability of industrial and supply chains to strengthen the foundation for building a manufacturing power and provide our own solution for restructuring of international industrial chains,” she said.
