Undersecretaries to temporarily run Sudan ministries

On Wednesday 1 December, Prime Minister Abdallah Hamdok issued Decree No 616 for 2021, by which he assigned undersecretaries to run the 20 federal ministries until new, technocrat ministers have been selected.

During the coup d’état on October 25 led by Gen Abdelfattah El Burhan, Commander-in-Chief of the Sudan Armed Forces (SAF) and Mohamed ‘Hemeti’ Dagalo, Commander of the paramilitary Rapid Support Forces, the government was dissolved. Prime Minister Abdallah Hamdok was put under house arrest.

The military Ministers of Interior Affairs, Lt Gen Ezzeldin El Sheikh, and Defence, Maj Gen Yasin Ibrahim, kept their positions.

On November 21, Hamdok was reinstated at the Presidential Palace in Khartoum, following the signing of a political agreement with El Burhan to return the country to democratic transition in terms of the 2019 Constitutional Document.

The two parties agreed that “the partnership between civilians and the military is the guarantor of the stability of Sudan, the enforcement of the partnership, and the formation of a civilian government with independent national competencies (technocrats)”, and ensures the transfer of power to an elected civilian government at the end of the transitional period.

In continuing protests, civil disobedience actions, and Marches of the Millions, the Sudanese express their rejection of a military-civilian partnership, and call for a full civilian government.

The following day, December 2, the acting undersecretary of the Ministry of Justice, in implementation of the directives of the Prime Minister, cancelled all appointments and transfers of legal staff and consultants that took place at the ministry following the October 25 military coup.

Two farmers killed as West Darfur’s Jebel Moon attacks continue

In West Darfur, two state government employees were killed on Wednesday evening in yet another armed attack in the Jebel Moon area.

Siddig Yahya, who lives in Jebel Moon, told Radio Dabanga that a group of gunmen in three four-wheel-drive vehicles attacked an agricultural project and shot at the workers, killing two of them.

Yahya holds the state government and its security committee responsible for the events as they do not provide the necessary protection to the people. He called on the prime minister to dismiss the committee and government members.

The Jebel Moon region has witnessed successive attacks since November, which have resulted in deaths and injuries and in the displacement of thousands of people.

The Acting Governor of West Darfur Mohamed Aliyu acknowledged the existence of security problems in North and West Darfur this week and said that they were perpetrated by those “taking advantage of the deteriorating security situation in Khartoum”.

Tribal clashes break out in the Nuba Mountains, killing dozens

Tribal clashes broke out in Abu Jubeiha in the Nuba Mountains in South Kordofan on Wednesday. The clashes led to dozens of deaths and injuries at the market and in the western parts of town. An unknown number of houses burned to the ground.

The violence that continued on Thursday led to the displacement of hundreds of people, who fled to the town centre.

Witnesses told Radio Dabanga that various types of heavy weapons are being used in the clashes and called on the authorities and regular forces “to expedite the intervention and establish security in order to protect lives and property”.

They explained that the violence erupted following the theft of cattle by Hawazma herders (a clan of the Arab Baggara tribe) from herders belonging to the Kenana tribe on Tuesday.

The cattle owners immediately formed a search posse that ran into a Hawazma ambush, whereby two Kenana tribesmen were killed. The next day, militant Hawazma and Kenana tribesmen began to attack each other, in particular at the Abu Jubeiha market and the western parts of the town.

Nuba Mountains as a second Darfur

The Nuba Mountains have seen increased violence for a long time now.

At least three farmers were killed in the Nuba Mountains in the past weeks. Sesame farmers in Dalami are complaining about recurrent thefts of their crops, while the authorities do not intervene. People say the region is becoming “a second Darfur”.

In the first week of November, seven farmers and herders were killed in separate attacks in the localities of Rashad and Talodi.

COVID-19 cases on the rise in Sudan, school closures considered

The Sudanese Ministry of Health announced 10 deaths and 68 newly conrirmed cases of COVID-19 on Wednesday. A school closure is considered in Sennar and West Darfur doctors warned that they are not ready as the number of cases increased.

The federal Health Ministry, which has resumed its daily epidemiological reports after a period of silence following the military coup on October 25, reported yesterday that deaths were recorded in five states in the country.

New COVID-19 cases were recorded in seven states, including Khartoum, River Nile state, Northern State, El Gedaref, West Kordofan, and West Darfur.

The Higher Committee for Health Emergencies in Sennar recommended closing schools in the state for a period of 15 days, starting from the beginning of next week, to curb the spread of the coronavirus.

The Medical and Health Personnel Coordination Office in West Darfur expressed its concern about the widespread spread of COVID-19 in the state.

Four patients died in the past days. A large number of military forces have been infected as well.

The medics state that the isolation centres in West Darfur are not ready for the increased number of patients. Various patients are treated in hospitals and a large number are in home isolation.

Testing facilities are limited in Sudan and the number of COVID-19 cases is thought to be much higher than the official statistics suggest.

Earlier this week, Hospital managers in Khartoum have warned of ‘an imminent collapse’ in the provision of health services, as Health Ministry support has dwindled since the October 25 coup.
