NAO President receives South Korean Ambassador

The National Financial and Administrative Audit Office (NAO) President Shaikh Ahmed bin Mohammed Al Khalifa received South Korean Ambassador to Bahrain Hye Kwan Chung.

The meeting discussed ways to enhance cooperation in the field of financial and administrative supervision and training programs, in coordination with the Korean Board of Audit and Inspection (BAI).

The NAO president praised the strong Bahraini-Korean relations in various sectors.

The ambassador expressed his pride in the bilateral relations and his aspiration to enhance them in the interests of the two countries and peoples.

MKF announces second edition of Ithraa Youth Programme

Al-Mabarrah Al-Khalifia Foundation (MKF) announced the continuation of activities within the Ithraa programme 2021 in its second edition, which will extend over a period of one month. The programme will run through two phases, each lasting 15 days, the first phase will be held over the spring break, as the second will be during the summer holiday.

The second season will witness 10 coaches hosting more than 30 participants in daily workshops which will be held virtually via ‘Zoom’, in compliance with the guidelines set by the Ministry of Health and The National Taskforce for Combating the Coronavirus.

This programme was created by studying the participants’ needs and analyzing the results of their self-assessments, to ensure that they would be able to develop their skills by directing their energies towards elevating the Kingdom.

The Ithraa programme is committed to refining and highlighting the participants’’ talents, while focusing on developing a number of important skills such as: employment skills, technical, social and life skills, in addition to managing projects, and learning about university life, future careers and many more.

The programme also aims to enhance personal and life skills among the youth, whilst instilling a culture of giving back to society and their country, and contribute to achieving their goals through innovative physical and mental activities that instill the program’s educational values in cooperation with professional coaches with extensive experience within their respected fields.

The Foundation’s programs seek to create proactive and educated Bahraini youth that are able to add value in shaping a positive difference in society. This comes in line with Tamkeen’s vision of enabling Bahrainis to thrive and contribute towards strengthening the national economy.

The Ithraa programme is a training program that extends for one year and targets two categories of participants, namely, young people between the ages of 13 to 17 years, where a unique learning experience is provided through the use of physical and mental activities which go in line with the programme’s value. The other category includes the coaches of the program, which the Foundation is keen on preparing them through the use of advanced courses and training on how to guide the young participants.

The Rayaat Scholarship programme was launched in 2011 as a comprehensive approach to promote educational achievement and personal development. The program provides scholarships for students to join an accredited university in the Kingdom of Bahrain, as well as offering many benefits including financial incentives, workshops and opportunities, while promoting a culture of ‘community responsibility” by instilling volunteerism and community service within a supportive environment.

HRH the Crown Prince and Prime Minister meets with the recipients of the 5th edition of The Prime Minister’s Journalism Award

His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today received the recipients of the 5th edition of The Prime Minister’s Journalism Award, at Riffa Palace.

His Royal Highness recognised the integral work that journalists have undertaken to contribute to Bahrain’s progress and achievements, made under the leadership of HM King Hamad bin Isa Al Khalifa.

His Royal Highness then noted that the award was founded by His Royal Highness Prince Khalifa bin Salman Al Khalifa to honour journalists whose work exemplifies the media and press’s role in reporting information of public importance.

For his part, HH Shaikh Ali bin Khalifa Al Khalifa, the Deputy Prime Minister, thanked His Royal Highness for sponsoring the award and re-iterated his admiration for the journalist’s support of the Kingdom’s development.

Later, the awardees expressed their appreciation to His Royal Highness for promoting a more diverse and effective media environment.

The Minister of Information Affairs, HE Ali bin Mohammed Al Rumaihi, was also in attendance.

Court Orders Ugandan Government to Regulate COVID-19 Treatment Costs

Edward Bindhe was diagnosed in early June with COVID-19. Upon consultation with a doctor, he bought drugs off the shelf and stocked up on local herbs.

Then, with a collapsed lung, failed breathing and total body weakness, Bindhe, who had just lost two relatives to COVID-19, was admitted to a private hospital.

Bindhe, who is continuing to receive treatment as an outpatient, said that while in the ward, a cashier constantly visited his bed reminding him of his accumulating medical bill.

“After two days of admission, the hospital told me they needed me to advance some money, 2.5 [million shillings or $750], and I did not have it anyway,” he said. “That’s when I was then transferred to the COVID ward. Thereafter, on 29th, like, I started getting better. And the doctor said, ‘No, now we can discharge you.’ So, at discharging me, that’s when they gave me a medical bill of 8.8 [million shillings, or $2,482].”

Overcharging patients, early dismissals

Through June, local media was awash with reports of hospitals overcharging patients, pushing some families to abandon deceased loved ones in hospitals, while some patients were released from hospitals for failure to pay their bills.

It is for those reasons that Moses Mulumba, the head of the Center for Health, Human Rights and Development, a health advocacy organization, petitioned the High Court in Kampala on June 28, seeking intervention.

The court ruled Thursday that Health Minister Jane Ruth Aceng and the attorney general must intervene by making regulations for reasonable fees payable to hospitals for management and treatment of COVID-19 patients.

The court also ordered the Uganda medical and dental practitioners council to make recommendations to the minister of health regarding reasonable fees chargeable by hospitals for treatment and management of persons suffering from COVID-19.

Mulumba said he was happy they got a consent judgment.

“The government has been watching the pandemic for over a year. And it has done all the steps,” he said. “But many of these steps are toward making sure the individual is contained, the individual is held accountable. And it was a very simple ask: that when it comes to a pandemic like COVID-19, the minister should invoke her powers under the public health legislation to actually regulate the actors. Because we believe that the actors are part of the national response. And if they are part of the national response, they need to look at themselves not just as businesspeople.”

The few Ugandans who were ladmitted to public health centers offering free treatment still faced other challenges.

Irene Nakasita spent three weeks in a referral hospital in Jinja after she failed to get admitted at the Mulago National Hospital, where she was told there were no beds left.

Now, back in a private hospital to deal with the side effects of COVID-19 drugs administered to her at the public hospital, Nakasita said that while the government can intervene in the affairs of private hospitals, they need to improve services in the public facilities to save Ugandans from heavy bills.

‘Pay the doctors’

“I know how I suffered,” she said. “So, let government fix issues in the government facilities so that people are comfortable to go there and get medicine. And then also pay the doctors. Because partly why I suffered in Jinja, some of those doctors were complaining they were not paid and now their lives are being risked to attend to COVID patients. They never attended to us — they left us in the hands of nurses.”

Attorney General Kiryowa Kiwanuka said the court order would be followed.

“We are going to advise the Ministry of Health to comply with the order of court,” Kiwanuka said. “And the Ministry of Health and the medical council need to meet and engage with the medical practitioners and get back to court with the compliance.”

At a government news conference last week, the head of the Uganda health care federation said 45 percent of patient bills are driven by personal protective equipment, oxygen and medication.

Information Affairs Minister, Ali bin Mohammed Al-Romaihi, said that the leadership of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, of Team Bahrain in tackling various challenges has been widely appreciated for its distinction, noting that HRH Crown Prince and Prime Minister has set the best examples in distinguished management and turning challenges into opportunities to attain national achievements.

The minister stressed that HRH Crown Prince and Prime Minister fully believes in the importance of state departments’ transparent dealing with the media, given the latter’s crucial role in enlightening and developing society in all fields.

This has been clear during the exceptional circumstances Bahrain and the entire world are going through as a result of the spread of the novel Coronavirus pandemic, he said, noting that since the outbreak of COVID-19, the Government of Bahrain, under HRH Crown Prince and Prime Minister’s leadership, has been keen to report all developments and numbers transparently, which contributed to achieving the forecast goals during the pandemic.

The Information Minister praised HRH Crown Prince and Prime Minister’s patronage of the fifth Prime Minister’s Journalism Award, the honouring of the winners, and HRH’s support for journalists in a way that achieves their aspirations in recognition of their responsible efforts to build on the previous national gains.

Minister Al-Romaihi affirmed that HRH Crown Prince and Prime Minister’s constant support for the press and journalists is a badge of honour for all press and media personnel in the kingdom, noting that it confirms the responsible historical role played by the national press in enlightening the public opinion and supporting the comprehensive sustainable development march in the kingdom.

The Information Affairs Minister asserted that the national press will always remain committed to HRH Crown Prince and Prime Minister’s sound directives in carrying out the journalistic and media mission with competence and dedication in order to serve top national interests, safeguard the kingdom’s security, stability and progress, as well as preserve its cultural identity and authentic traditions, during His Majesty King Hamad bin Isa Al Khalifa’s prosperous era.
