United Nations (New York) – The Speaker of the House of Councillors, Enaam Mayara, in his capacity as President of the Parliamentary Assembly of the Mediterranean (PAM), co-chaired, in New York, a high-level event on parliamentary support in reestablishing trust and reputation in multilateral governance.
Also co-chaired by the President of the 78th UN General Assembly, Dennis Francis, this meeting was initiated on Saturday by the PAM, in partnership with the Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the Permanent Missions of Morocco and Italy to the UN in New York.
During this event, held with the support of the PAM Center for Global Studies, the focus was put on the role of parliaments at the national and international levels in the implementation of international agreements and the objectives of the Compact for the Future, particularly through institutions of good governance.
Speaking at the event, Mayara expressed the commitment of the PAM and its members in the Euro-Mediterranean and Gulf region, since its creation in 2005, to ensure the implementation and follow-up of the results of the UN deliberations, through innovative mechanisms to ensure effective and coordinated action within the framework of global governance.
He further emphasized the leading role played by parliamentarians at the national, regional and international levels in monitoring the implementation of multilateral agreements and compliance with international law by all United Nations Member States, as well as in implementing the objectives of the Compact for the Future in order to ensure equal justice for all and establish good governance at all levels, in addition to creating transparent, inclusive, effective and accountable institutions.
In a world facing escalating violence and uncertainty, he said, it is now up to parliamentarians to contribute to the efforts of international institutions, including the United Nations, to find urgent, effective and sustainable solutions to common challenges, including current conflicts and the growing risks associated with terrorist and criminal activities.
The speaker also discussed the malicious use of artificial intelligence and emerging technologies, irregular migration, the climate crisis, desertification, scarcity of natural resources and food insecurity.
Mr. Mayara also stressed that the Mediterranean Parliament, through its position and coordination platforms with its strategic partners, contributes to discussions on ways to reinvent the multilateral system and global governance. These platforms include the Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and the Gulf, the Forum of Women Parliamentarians, the Academic Platform, the Economic Committee and the Center for Global Studies (CGS).
He added that the PAM member parliaments are fully committed to ensuring that all regional and international disputes are resolved peacefully, using all the tools and mechanisms available through the United Nations Charter.
He finally announced two initiatives that will be developed by the PAM to support the objectives of the Future Summit, namely the creation of a permanent parliamentary observatory of the South on the sustainable development goals, which will be based and managed by Morocco, in addition to a permanent global parliamentary observatory on the malicious use of artificial intelligence and emerging technologies.
This structure will be supervised by the CGS and will serve as a platform to monitor, analyze and promote effective laws and principles to ensure that these tools are not used by terrorist and criminal groups.
Also attending this meeting were the Ambassador Permanent Representative of Morocco to the UN, Omar Hilale, the Ambassador Permanent Representative of Italy in New York, Maurizio Massari, the Executive Director of the UN Counter-Terrorism Committee, Natalie Gherman, as well as members of the PAM.
